Default had a question about raid cards

I was wondering if Raid On Chip refers to true hardware raid when idenifying a raid card. The reason I ask is some lsi/adaptec/areca cards use stuff like power pc processors and ARM processsors and don't call them Raid on Chip (RoC) although isn't their processing done via a hardware cpu?
