That's what will happen. I only get 400Gb per month but never come close to using it because so much is unmetered, itunes, movies streaming, Xbox Live, Steam. Once Fibre becomes more common I can see cloud computing becoming more popular. Though I can't see the US Government paying for Fibre to the home like they are here. :
